Now let's go one by one.

1 FASTag local pass: who saves money?

If you live within 20 km of a national highway toll plaza and drive a private car, jeep or van, you can buy a yearly local pass for that one plaza. It costs ₹1,500 a year if the plaza is outside municipal limits and ₹3,000 a year if it's inside. It works only at that plaza, not across the country. You buy it at the plaza counter from 1 November 2026, and the Rajmargyatra app is expected to offer it from 1 December 2026. Carry your RC, a working FASTag and address proof showing you live nearby.

Daily commuters who cross the same toll twice a day will feel the difference within a month. If you only cross it once in a while, the normal FASTag is still cheaper. New to FASTag? Read how FASTag works, recharge and blacklist fixes.

2 Caller name on your phone (CNAP)

The Department of Telecommunications has told operators to show the caller's name, taken from their KYC records, on 4G and 5G networks. So even an unsaved number will show a name. That's good news against fraud calls, but check that your own name is correct with your operator. Full details here: CNAP from 1 November 2026, how it works.

3 Pensioners under 80: life certificate time

If you're a pensioner below 80, your yearly life certificate window runs from 1 November 2026 to 30 November 2026. Miss it, and the pension can stop from December. You don't have to go to the bank. Download the AadhaarFaceRD and Jeevan Pramaan apps and do a face scan from home, or visit a bank, post office or Jeevan Pramaan centre. Pensioners aged 80 and above already got their window from 1 October 2026. Our step-by-step guide: life certificate by face scan.

4 GST Rule 14B for small online sellers

Small sellers on marketplaces can now get GST registration in another state by using the e-commerce operator's warehouse as their place of business there. No need to rent your own godown just for paperwork. Apply on the GST portal and pick the Rule 14B option. More here: GST Rule 14B explained.

5 Delhi's winter rules

Delhi's winter action plan kicks in from 1 November 2026. The big ones: no fuel at pumps without a valid PUC, older non-BS-VI vehicles from outside Delhi barred from entering, curbs on construction and demolition, and a work-from-home push for offices. If your PUC expires in November 2026, renew it before your next fill. Read the full list: Delhi winter action plan 2026-27.

6 Kerala: pay old traffic fines at half

Kerala's e-challan amnesty lets you clear eligible old fines at 50% between 1 November 2026 and 31 January 2027. Cases already in court and some serious offences are excluded. Check your challans on the Parivahan e-challan site. Details: Kerala e-challan amnesty.

7 Haryana's Lado Lakshmi changes

The ₹2,100 monthly benefit stays, but from 1 November 2026 it's split. ₹1,100 goes to the bank account and ₹1,000 goes into a recurring or fixed deposit. Face verification moves to once every three months, and the family income limit is ₹1.80 lakh. Full guide: Lado Lakshmi changes.

8 LPG prices on the first of the month

Oil companies review LPG cylinder prices on the first of every month. The 19 kg commercial cylinder usually moves; the 14.2 kg domestic cylinder changes less often. Check the new rate on your oil company's website or app on 1 November 2026 before paying the delivery person. If your LPG e-KYC isn't done yet, finish it at your distributor so your subsidy (if any) keeps coming.

What about UPI charges?

You might have seen messages saying UPI will be charged from November 2026. Person-to-person UPI stays free. A proposed charge on some large shop payments is on the merchant side, not the customer, and NPCI hasn't confirmed a start date yet. Here's what we know: UPI MDR on payments above ₹2,000.

Real-life examples

Example 1, a commuter near Panipat. Sunil drives through the same toll plaza every day for work. He buys the ₹1,500 local pass on 2 November 2026 and saves on daily toll.

Example 2, a retired teacher in Bhopal. Kamla, 72, does her face scan life certificate on her son's phone on 3 November 2026. No bank queue.

Example 3, a Delhi car owner. Arjun's PUC expired on 25 October 2026. He renews it on 1 November 2026 before heading to the pump.

Documents checklist

☐ RC, FASTag and address proof for the local pass

☐ Aadhaar, PPO number and bank details for the life certificate

☐ Valid PUC certificate if you drive in Delhi

☐ Challan numbers if you're using the Kerala amnesty

☐ PAN and marketplace details for GST Rule 14B

☐ LPG consumer number for checking the new cylinder rate

Final reminder

Most of these changes start on 1 November 2026, but the deadlines differ. Pensioners have until 30 November 2026, Kerala drivers until 31 January 2027. If a local rule is hurting your area, like toll plazas too close together or PUC centres missing, raise it with your MP. Find them on NetaSampark's Know Your Neta.
