Kerala e-Challan Amnesty 2026: Pay 50% of Old Traffic Fines From 1 November — Eligibility and Online Payment
Got an old traffic fine pending in Kerala? There’s some relief coming. The Kerala government has approved a new e-Challan Amnesty Scheme that allows eligible motorists to settle old traffic fines by paying just 50% of the prescribed fine.
The scheme runs from 1 November 2026 to 31 January 2027. Here’s who can benefit and how to use the online payment facility.
What Is Kerala’s e-Challan Amnesty Scheme?
Under the scheme, eligible pending traffic challans can be settled at a 50% concession. The aim is to help vehicle owners clear accumulated fines and reduce the backlog of unpaid challans.
According to reports, Kerala had more than one crore pending challans as of 31 March 2026. The scheme was approved through the Transport Department’s order, G.O. (Ms) No. 23/2026/TRANS, dated 1 October 2026.
Who Is Eligible for the 50% Discount?
You may qualify if:
- Your challan was issued on or before 31 March 2026.
- The challan relates to an offence covered by the scheme.
- The matter has not already proceeded to court.
The concession covers specified Motor Vehicles Act and Rules violations, including certain cases involving speeding, driving without a valid licence, dangerous driving, registration or permit violations, and overloading.
Important: Challans issued from 1 April 2026 onwards are not covered. Not every offence is automatically eligible, so check the status of each challan before paying.

What If Your Challan Is Not Eligible?
If the challan has already entered court proceedings, was issued after the cut-off date, or is outside the offences covered, the 50% concession may not apply. Check with the issuing authority or the relevant Motor Vehicles Department office before making a payment.
Also, use only official government portals. Avoid links sent by unknown callers or messages, and never share your OTP, banking password or card PIN with anyone claiming to help settle a challan.
