The official starting point is passportindia.gov.in. The Ministry of External Affairs has specifically warned applicants about fake passport websites and apps that collect personal data or charge extra fees.
This is a practical citizen guide to the application process. Fees, document requirements, appointment availability and Tatkaal rules can change, so verify the live details on Passport Seva before you submit.
Step 1: Register first — and keep control of the account
Go to the official Passport Seva portal and create your account.
Use an email address and mobile number that you actually control. Don't create the account through a random agent's email and then spend the next five years trying to recover access.
The current registration page asks for your full name, email, login ID and password. It also specifically warns applicants to remember their login ID and not share credentials with unauthorised people.
After registration:
- Log in.
- Select Apply for Fresh Passport / Re-issue of Passport.
- Choose the correct Passport Office / PSK as prompted.
- Complete the application carefully.
- Save the ARN and application details.
The portal now allows applicants to choose a PSK/RPO based on their preference, subject to the available options.
One rule that prevents a lot of trouble
Don't get creative with your name.
Use the spelling and details that match the documents you are going to present.
A missing middle name, different spelling, initials in one document and a full name in another can turn a simple appointment into a document query.
If your documents genuinely contain different names, don't try to "fix" the problem by inventing a spelling in the passport form. Check the official document requirements for your particular case first.

Fresh Passport
For someone who does not already have an Indian passport.
Re-issue
For an existing passport that is expiring, has expired, is damaged, has pages exhausted, or where a permitted change needs to be recorded.
The exact documents depend on the application type. Passport Seva's current document adviser asks questions such as whether the application is Normal or Tatkaal, adult or minor, whether the present address differs from the existing passport and whether the applicant qualifies for Non-ECR.

Normal vs Tatkaal: don't confuse speed with a shortcutTatkaal is useful when you genuinely need faster processing and are eligible.
It is not a magic button that removes every verification requirement.
The current Passport Seva guidance says Tatkaal applicants have to meet the scheme's eligibility requirements and provide additional documents. The portal also publishes Passport Office-specific appointment opening times.
The official Citizen's Charter currently lists Tatkaal as an additional-fee service and gives a service timeline of up to three working days, subject to eligibility and the applicable conditions.
The payment detail people get wrong
For Tatkaal applications, the official payment instructions say you pay the Normal-category fee online while booking the appointment.
If the application is accepted under Tatkaal, the balance Tatkaal fee is payable at the PSK/Passport Office, according to the applicable instructions.
So don't hand an agent a mysterious "Tatkaal package" and assume that is an official fee.
Check the fee shown by Passport Seva.
Before you chase a Tatkaal slotDo these three things first:
1. Check whether you are eligible.
Some categories are excluded from Tatkaal or require additional scrutiny.
2. Read the document list.
Tatkaal applicants need additional documents depending on their case.
3. Check your Passport Office's appointment opening time.
Don't rely on a YouTube video saying "slots open at 2 p.m."
Passport Seva itself publishes appointment opening times corresponding to individual Passport Offices.
The time can differ by office.
Pay once. Don't panic-pay twice.This is where people lose money.
After submitting the application, you proceed to payment and appointment booking through the Passport Seva system.
If the payment page appears to hang:
Don't immediately pay again.
First check your submitted applications and payment/appointment status.
Official Passport Seva instructions warn that if payment has succeeded, applicants should not make another payment simply because the screen behaved strangely. Passport Seva also states that passport-service fees are generally non-refundable, subject to the applicable policy for exceptional multiple-payment cases.

Your appointment is the important physical stepOnce your appointment is booked, go to the designated PSK/POPSK at the stated date and time.
Carry:
- Original documents
- The required self-attested photocopies
- Appointment / ARN details
- Any additional documents specified for your application
- Tatkaal documents and undertaking, if applicable
Passport Seva's current guidance requires applicants to furnish original documents along with self-attested photocopies at the PSK.
Don't put your originals into an agent's file and walk away.
You should know exactly what documents are being submitted.
What actually happens inside the PSK?Think of it as a controlled document-checking process rather than a mysterious government ritual.
Your application goes through the required counters and checks, including document scrutiny and biometrics.
If an officer raises a query, read it carefully.
Don't respond with a random additional document just because somebody on WhatsApp said it worked for them.
Give the document or clarification that addresses your query.
Address proof: read the list, don't assumeYour passport application concerns your present residential address, and the acceptable proof depends on the application and document category.
Passport Seva's guidance makes an important distinction: the address proof requirement concerns the applicant's present address, while the addresses where the applicant lived during the preceding year need to be furnished for police-verification purposes where applicable.
So if you've moved recently, don't hide the old address.
Enter your residential history accurately.
A mismatch discovered during police verification is much more painful than honestly declaring the move in the application.
Police verification: don't treat the policeman as the enemyPolice verification is part of the passport process in many cases.
The exact verification mode can be pre, post, or not required, depending on the applicant and circumstances.
Tatkaal can allow passport issuance on a post-police-verification basis in eligible cases, but that doesn't mean police verification simply disappears. Passport Seva's FAQ explicitly explains that Tatkaal cases can be issued before police verification, with verification conducted afterwards as applicable.
When verification is required:
- Keep your phone reachable.
- Make sure someone can respond at the address.
- Keep your address documents ready.
- Tell household members what application was filed.
- Don't give inconsistent information.
If the police report is adverse, don't start fighting with the constable.
Contact the Passport Office and understand the reason for the adverse report and the procedure for clarification or re-verification.
Track your passport like a railway PNRDon't depend entirely on an agent's "Sir, ho gaya."

Read the query and respond to exactly what was requested.
Police verification problem
Confirm the police station / jurisdiction and whether verification has actually been initiated.
Passport Office delay
Use the official Passport Seva grievance mechanism and include your ARN and relevant dates.
Don't open five complaints saying five different things.
One accurate complaint with one complete evidence trail is stronger than ten angry messages.
The 90-day point: don't leave a submitted application gathering dustOne commonly repeated piece of passport advice needs a little care.
The official Passport Seva instructions say that online payment remains valid for one year from the first appointment date, and that the paid fee can be forfeited if the applicant does not submit the application at the PSK within that period.
So don't build your plans around an old "90-day rule" without checking the current portal instructions for your application.
The safer habit is simple:
Once you submit and book, complete the PSK visit promptly.
Don't create the application months before you actually intend to proceed.

That's exactly why the Ministry warns about fraudulent passport websites and apps.

"I'll give the consultant my OTP."
Don't.
A person can help you fill a form while you retain control of the account, password and OTP.
"Tatkaal means no police verification."
Wrong.
Tatkaal can change the timing of police verification in eligible cases; it does not mean verification is irrelevant.
"I'll just copy my friend's document list."
Your friend's passport application is not necessarily your passport application.

Minor applications have their own document and parental-consent requirements.

But draw the line clearly.
You keep:
- Your login ID
- Your password
- Your OTP
- Your ARN
- Your original documents
- Your payment records
Let the person assist.
Don't let them become the owner of your passport application.
