Learner Licence Online on Sarathi: Apply, Test, 6-Month Validity, Then DL

Quick take: A Learner’s Licence (LL) is the first legal step toward a regular Driving Licence (DL). You can start the application through the government’s Sarathi Parivahan system, submit the required details/documents, pay the applicable fee, and complete the learner’s test as instructed by your state/RTO. Once issued, the learner’s licence is generally valid for 6 months. You can apply for the permanent DL after holding the LL for the prescribed minimum period. (Parivahan)

What the Learner’s Licence actually does

An LL lets you learn to drive the vehicle class for which it was issued, subject to the conditions printed on the licence and the Motor Vehicles Rules.

It is not your permanent driving licence.

Think of the sequence as:

Learner Licence → supervised practice → Driving Test → Permanent DL

The official Sarathi system is operated under the Ministry of Road Transport & Highways and NIC. (Parivahan Analytics)

Before you start

Keep these ready:

  • Proof of age and address accepted by the licensing authority
  • Aadhaar or another accepted identity/address document
  • Recent photograph/signature where required
  • Form 1 / applicable medical declaration
  • Form 1A medical certificate where applicable
  • Parent/guardian consent where the applicant is a minor
  • Mobile number for application communication

The current central documentation framework lists documents such as Aadhaar, electoral roll, passport, school certificate and birth certificate among acceptable age/address proofs, with state-specific requirements also possible. (Parivahan)

Apply through Sarathi

Use the official Sarathi Parivahan route rather than a third-party “DL agent” website.

Typical flow:

  1. Open the Sarathi Parivahan service.
  2. Select your state.
  3. Choose the Learner Licence service.
  4. Enter applicant details.
  5. Select the vehicle class you intend to learn.
  6. Upload documents/photo/signature if the service asks for them.
  7. Complete Aadhaar/e-KYC or other authentication if presented.
  8. Pay the applicable fee.
  9. Save the application number and payment receipt.
  10. Follow the portal's instructions for the learner's licence test/appointment.

The exact sequence can differ by state because licensing services and authentication modes are configured by the respective transport authorities. (Parivahan Sewa)

The learner's test

The LL process includes a preliminary test covering basic road-safety knowledge.

Expect questions around things such as:

  • Traffic signs
  • Traffic signals
  • Rules of the road
  • Duties after an accident
  • Documents a driver must carry
  • Basic safe-driving requirements

The statutory application format specifically provides for a preliminary test assessing knowledge of traffic signs, signals, accident duties and documents. (Parivahan)

Don't treat the test as a formality. Study the official road signs and traffic rules before attempting it.

If your application shows an appointment

Some applicants may be instructed to visit the RTO/authorised centre for verification, testing, biometrics or another step.

Take:

  • Application acknowledgement
  • Original documents
  • Payment receipt
  • Appointment confirmation
  • Any medical certificate required
  • Glasses, if you normally use them for driving

Follow the instructions generated for your application, rather than assuming every state has the same faceless process.

After you pass

Once the LL is issued:

Download/save it immediately.

Keep both:

  • Digital copy
  • Printed copy

Check your:

  • Name
  • Date of birth
  • Address
  • Vehicle class
  • Issue date
  • Expiry date

A spelling error discovered after months of driving practice is much harder to deal with than one spotted immediately.

The 6-month clock

A learner's licence is generally valid for six months.

Don't confuse this with the minimum waiting period before taking the permanent driving test.

The practical timeline is:

LL issued → practice → become eligible for DL test → book DL test → pass → DL issued

The LL itself is not meant to remain your licence indefinitely.

When can you apply for the permanent DL?

After obtaining the LL, you must complete the applicable learner period before applying for the driving test.

Your state/RTO's Sarathi instructions will show when you become eligible and whether an appointment is required.

Don't book the permanent DL test simply because you have received the LL. Check the eligibility date generated by the system.

The actual driving test

The permanent DL requires a driving test.

The test evaluates your ability to operate the relevant vehicle class and comply with applicable road rules.

Practice the basics properly:

  • Starting and stopping smoothly
  • Steering control
  • Mirrors and indicators
  • Turning
  • Reversing
  • Clutch/gears where applicable
  • Braking
  • Lane discipline
  • Traffic awareness

Don't practise only the manoeuvre you expect at the RTO. You need to be able to drive safely on an actual road.

Common mistakes

❌ Choosing the wrong vehicle class

A two-wheeler LL and a car LL aren't interchangeable simply because you have one.

❌ Using an agent's website

Start from the official Parivahan/Sarathi system.

❌ Ignoring the test

Traffic-sign knowledge is part of the LL process.

❌ Losing the application number

Screenshot and save the acknowledgement.

❌ Waiting until the last month

Six months sounds long until you discover your DL test slot, documents or practice schedule isn't ready.

❌ Assuming every state follows the same online flow

Sarathi is national infrastructure, but state/RTO implementation can differ. (Parivahan Sewa)

If payment is debited but the application doesn't move

Don't immediately pay again.

First check:

  1. Payment status.
  2. Application status.
  3. Bank transaction/reference number.
  4. Whether the portal shows a pending transaction.

The Parivahan system specifically warns users to clear pending bank-side transactions before starting a fresh application or payment. (Parivahan Sewa)

If Sarathi is not working

Don't hand your Aadhaar OTP to a cybercafé operator just because the website is slow.

Try:

  • Official Sarathi portal again later.
  • Chrome/another supported browser.
  • Clearing browser data if the portal is behaving incorrectly.
  • Checking your application status directly.
  • Using the official Sarathi support channel for technical problems.

Parivahan lists a dedicated Sarathi technical helpdesk for learner/driving-licence issues. (Parivahan Sewa)

Minor applicants

Special rules apply to younger applicants.

The current prescribed declaration includes parent/guardian consent and responsibility for a minor obtaining a learner's licence. (Parivahan)

Don't assume the adult's documents alone complete the minor's application.

Be Informed. Be Heard.

Re-check the Sarathi screen for your state before publishing because appointment, authentication, document-upload and test workflows can vary by state/RTO. (Parivahan Sewa)
