Which form do I need?
This is where most people get stuck. Each service in West Bengal has its own form number. Here's the full list from the department's official application page:
| What you want to do | Form |
|---|---|
| New ration card for a whole family (NFSA or RKSY) | Form 3 (separate rural and urban versions) |
| Add a left-out family member to an existing card | Form 4 |
| Correct name or address on an NFSA or RKSY card | Form 5 |
| Change your ration shop (FPS) | Form 6 |
| Surrender a ration card | Form 7 |
| Convert an RKSY-II card if you were earlier AAY or BPL | Form 8 (rural and urban versions) |
| Duplicate card for a lost, damaged or defaced card | Form 9 |
| Non-subsidised card, or convert to non-subsidised | Form 10 |
| Update mobile number and Aadhaar on an existing card | Form 11 (offline for now; online "coming soon") |
Each of these, except Form 11, can be filed online. For paper forms, download the PDF from the same page and submit it at the Food Inspector Office if you're in a rural area or the Rationing Office if you're in a town or city.
What types of ration card are there in West Bengal?
West Bengal gives cards under two umbrellas:
• NFSA cards under the National Food Security Act: AAY (Antyodaya, for the poorest), PHH (priority household) and SPHH (special priority household)
• RKSY cards under the state's Rajya Khadya Suraksha Yojana: RKSY-I and RKSY-II, for families not covered by NFSA
There are also non-subsidised cards for people who just want a card as a document or for any non-subsidised supply. You don't pick your category yourself. The department decides it based on the details you give and its own lists.
Who can apply for a new ration card?
You can apply on Form 3 if:
1. You are a resident of West Bengal
2. Your family doesn't already hold a ration card in the state (if you have one in another state, you'll need to surrender it there)
3. You can give Aadhaar details for all members
Under the NFSA, the eldest woman in the family who is at least 18 years old is treated as the head of the household for the card. If there's no adult woman, the eldest man becomes the head.
If you've moved to West Bengal from another state and just need rations here, you may not need a new card at all. One Nation One Ration Card lets you lift rations from any ration shop. Our explainer on ration card portability covers how it works.
How do I apply online, step by step?
1. Open the application page on food.wb.gov.in.
2. Pick the right form from the table above, and click "To apply online, Click Here" next to it.
3. Register or log in with your mobile number and OTP.
4. Fill the form carefully. Enter each member's name exactly as on Aadhaar. Spelling mismatches are the number one reason for rejection.
5. Upload documents where asked: photo, Aadhaar, address proof.
6. Submit and note your application number. It's a long number. Screenshot it.
7. Wait for verification. An inspector may visit or call you to check details.
If you don't use a smartphone or computer, the paper route works too. Fill the PDF form, attach photocopies, and hand it at the Food Inspector or Rationing Office. Get a receipt.
What documents should I keep ready?
☐ Aadhaar card of every family member ☐ Recent passport-size photo of the head of the family ☐ Address proof: voter ID, electricity bill, bank passbook or similar ☐ Mobile number that works (OTP comes here) ☐ Old ration card or surrender certificate, if you had one before ☐ Income details or certificate, if asked for your category ☐ Your ration shop (FPS) name, if you're changing it
How do I check my application status?
1. Go to the West Bengal PDS status page on wbpds.wb.gov.in (linked from food.wb.gov.in under ration card services).
2. Pick the form type you applied under, like Form 3 or Form 4.
3. Enter your application number, or your registered mobile number.
4. See where it is: submitted, under verification, approved or rejected.
If it's been more than a month with no movement, call 1800 345 5505 or 1967 with your application number handy.
How do I download my e-ration card?
Once your card is approved, you can download a digital copy:
1. Open the e-Ration Card download page on wbpds.wb.gov.in.
2. Enter your ration card number.
3. Download and save the PDF. Print it if you want a paper copy.
The e-card is useful as proof wherever a ration card is asked for. Many state schemes ask for it, and our guide on Lakshmir Bhandar and Annapurna payment status shows why keeping family records in order matters.
Why is my Aadhaar linking so important?
As per the department's own dashboard on 2 November 2026, about 8.68 crore of the 8.74 crore cards in West Bengal are Aadhaar-linked. Rations are given after biometric, iris or OTP authentication at the ration shop. If a member's Aadhaar isn't seeded, they can face problems lifting rations. Use Form 11 at your Food Inspector or Rationing Office to update Aadhaar and mobile numbers. Read our explainer on why ration card e-KYC is now mandatory too.
My application was rejected. What now?
• Check the reason on the status page. Common ones are duplicate Aadhaar, mismatched names, or the family already having a card.
• Fix and reapply on the correct form.
• Complain on the grievance portal helpdesk.wbfood.in or call 1967.
• Escalate to the District Controller of Food and Supplies if there's no reply.
• Ask your MLA's office. They deal with ration complaints all the time. Find your MLA on NetaSampark's West Bengal page.
Final reminder
Pick the right form number first. Most delays come from filing Form 3 when you needed Form 4, or the other way round. Keep Aadhaar spellings consistent, save your application number, and track it every couple of weeks. And never pay anyone who promises a card "fast". Applying is free.
