UP's Rani Lakshmi Bai Scooty Yojana gives a free petrol scooty to top-ranking girl graduates of 2025-26. Students don't fill any application form. Colleges and universities upload the merit data, and district officials verify domicile, income and category documents through e-District by 10 November 2026. What is the Rani Lakshmi Bai Scooty Yojana?
It's a UP government scheme to reward girls who top their graduation batch with a free scooty, so they can travel more easily for higher studies or jobs. The state cabinet approved the scheme guidelines on 21 July 2026, and the first round covers girls who graduated in the 2025-26 academic session.
The scooties are petrol models, bought centrally through the Government e-Marketplace (GeM). As per reports on the guidelines, each scooty comes with registration, insurance, an ISI-marked helmet and some petrol, so the student doesn't have to spend anything to start riding.
Who is eligible?
Based on the scheme guidelines as reported in 2026, a student qualifies if she:
1. Is a domicile of Uttar Pradesh
2. Graduated in the 2025-26 session from a state university, a private university in UP, or a government, aided or self-financed college affiliated to a state university
3. Is in the top 5% of female graduates on her institution's merit list
4. Meets the income condition set in the guidelines (her income certificate is checked)
There are also special categories, like daughters of martyrs, destitute students and students with disabilities. These need the matching certificate.
We haven't been able to confirm the exact family income limit on an official government page. Check your university's scheme notice for the limit that applies to you.
Why is there no application form?
This is the part that confuses everyone. You can't apply for this scooty yourself. The process is institution-driven:
1. Your college or university prepares its merit list of female graduates and uploads the eligible students' data on the scheme portal.
2. Aadhaar verification of students is done during this upload.
3. District officials check your documents (domicile, income, special category) through e-District.
4. The District Magistrate of the district where you graduated allocates the scooties.
5. The vendor delivers the scooty and uploads its registration, engine and chassis numbers on the portal.
Because of this, any website or YouTube video showing a "Scooty Yojana online form" is either wrong or a scam.
What's the 10 November 2026 deadline about?
On 26 October 2026, UP's Additional Chief Secretary for Higher Education, Amit Kumar Ghosh, wrote to all District Magistrates. As per that order, reported widely in late October 2026, districts have to finish verification of domicile, income and special-category certificates on the e-District portal by 10 November 2026.
Each district has named a nodal officer, usually the Chief Development Officer (CDO) or an Additional District Magistrate (ADM), to oversee this.
What this means for you: if your certificates have a problem (expired, wrong name, not on e-District), your verification can fail and your scooty can get stuck. So act before 10 November 2026.
What should I check before 10 November 2026?
☐ Your domicile certificate is valid and issued through e-District ☐ Your income certificate is valid and on e-District ☐ Your name spelling matches on Aadhaar, marksheet and certificates ☐ Your special-category certificate (if any) is valid ☐ Your college has your current mobile number ☐ Ask your college's scheme nodal officer if your name was uploaded
You can check your existing certificates on edistrict.up.gov.in using the certificate number.
How do I check if I'm on the list?
There isn't a public "check your name" page for students yet. Do this instead:
1. Ask your college or university if you're on its top 5% female graduate list for 2025-26 and if your data was uploaded.
2. Ask for your merit rank if you're not sure whether you made the cut.
3. Follow your university's notice board and website for scheme updates.
4. Contact the district nodal officer (CDO or ADM office) if your college confirms you're on the list but you hear nothing after verification.
What if my documents fail verification?
• Get the reason from your college or the district nodal office
• If the domicile or income certificate is the problem, apply for a fresh one through your Jan Seva Kendra or e-District
• Share the new certificate number with your college quickly
• If your name doesn't match, get it corrected on Aadhaar or the certificate so all records match
• If you're stuck with no answer, contact your MLA's office. They can follow up with the district. Find your MLA on NetaSampark's Uttar Pradesh page
How do I spot a fake Scooty Yojana link?
Scammers jump on every free scheme. Watch for these warning signs:
• The site asks you to "register" or "apply" with a form
• It asks for a fee, "processing charge" or "registration amount"
• It's not on a gov.in or nic.in domain
• It asks for your bank OTP or card PIN
• WhatsApp forwards promising a scooty "in 7 days"
The real portal is uprlbscootyyojana.upsdc.gov.in, and it's for officials and institutions. Report fraud on 1930 or cybercrime.gov.in.
What if I graduated from a private university?
You're covered too. The scheme includes private universities in UP along with state universities and their affiliated colleges, as per the guidelines reported in 2026. Your private university has to upload its merit list just like a state university. If you studied in a private university and your classmates in the top ranks haven't heard anything, ask the registrar's office whether the list was uploaded. Students from deemed or central universities should check with their institution, as the reported guidelines focus on state and private universities.
When will the scooties be delivered?
There's no official delivery date yet. After districts finish verification by 10 November 2026, the DM allocates scooties and the vendor delivers them. Watch for announcements from the Higher Education Department and your district.
Graduates looking for other support should also check scholarships. Our guide on the NSP one-time registration helps if you're moving to a master's.
Final reminder
No form, no fee, no agent. Your college uploads your name, the district verifies your certificates, the DM allots the scooty. Your only job right now is to make sure your domicile and income certificates are valid on e-District and your college has your details, before 10 November 2026.
