What is the new FASTag Concessional Local Pass?

The Ministry of Road Transport and Highways (MoRTH) notified the National Highways Fee (Determination of Rates and Collection) Fifth Amendment Rules, 2026 on 26 October 2026, through G.S.R. 917(E). It adds a new sub-rule 9(3A).

In plain words, people who live close to a toll plaza on a national highway can now pay one flat amount for a whole year, instead of paying every time they cross or renewing a monthly pass. The government says this is for local residents who use the stretch daily for work, school, hospital trips or the market.

Who can get the local pass?

You qualify if all of these are true:

Your vehicle is non-commercial, like a private car, jeep or van.

It has a valid, working FASTag.

The owner lives within 20 km of the fee plaza.

You don't qualify if your vehicle is a taxi, goods vehicle or any other commercial vehicle. The pass also isn't available at every plaza (see the exceptions below).

How much does it cost?

Where is the toll plaza?Yearly pass
Outside municipal or local town limits₹1,500
Within municipal or local town limits₹3,000

The rates can be revised every financial year, so check the plaza board for the current amount after 1 April 2027.

Quick math. Say you cross a plaza twice a day on 22 working days a month, and a single trip costs ₹60. That's ₹2,640 a month, or around ₹31,680 a year. A ₹1,500 pass saves you a huge chunk. Even if you cross just twice a week, you'll likely recover the cost in a couple of months. Toll rates vary by plaza, so do your own math with the rate on your plaza board.

Where will the pass NOT work?

This is where people get confused, so read carefully:

It's valid only at the plaza you buy it for. It won't work at the next plaza on the same highway.

It's non-transferable. You can't move it to another car.

It won't be offered on closed-user-fee highways and expressways, where you pay by distance travelled between entry and exit.

It won't be offered where a service road or alternative road is available for local traffic.

How is it different from the monthly local pass and the annual FASTag pass?

Many plazas already sell a monthly pass to residents within 20 km. The new yearly local pass is an extra option, not a replacement, so you can choose whichever suits you.

It's also different from the national FASTag Annual Pass for private cars, which gives a set number of crossings across many national highway plazas. The local pass is about one plaza near your house, with unlimited local use for a year. If you mostly travel on one nearby plaza, the local pass is usually cheaper. If you take long highway trips, the national annual pass may suit you better.

How do I get the local pass, step by step?

From 1 November 2026, at the toll plaza:

1. Make sure your FASTag is active and linked to your vehicle number. If it's blacklisted for low balance or KYC, fix that first.

2. Visit the toll plaza office or counter of the plaza near your home.

3. Show your RC and address proof so they can confirm you live within 20 km.

4. Pay ₹1,500 or ₹3,000 as applicable. Ask how they'll link the pass to your FASTag.

5. Take a receipt and check that an SMS confirming the pass reaches your registered mobile number.

6. On your next crossing, see that no regular toll is deducted. If it is, keep the SMS and complain (steps below).

From 1 December 2026, online:

1. Download the Rajmargyatra app from the official store.

2. Log in with your mobile number.

3. Look for the local pass option, pick your vehicle and plaza, upload proof if asked, and pay.

4. Save the confirmation.

The PIB release says the online option comes on Rajmargyatra from 1 December 2026. Until then, the plaza is your route.

What if the toll is still deducted after I buy the pass?

1. Note the date, time and plaza name from the deduction SMS.

2. Speak to the plaza manager first. Show your pass receipt.

3. Call 1033, the national highway helpline, or raise a complaint on Rajmargyatra.

4. Also complain to your FASTag issuer bank, since they handle refunds of wrong deductions.

5. Keep screenshots till the money comes back.

Real-life examples

Example 1, a teacher near Hosur. Lakshmi lives 8 km from a plaza outside town limits and crosses it every school day. The ₹1,500 pass pays for itself in under a month.

Example 2, a shop owner near a city plaza. Imran's plaza falls inside municipal limits, so his pass is ₹3,000. He crosses four times a week. He still saves compared to paying per trip.

Example 3, a taxi driver. Suresh drives a commercial cab. He can't buy this pass and must continue with the existing commercial rules.

Documents checklist

☐ Active FASTag linked to your vehicle number

☐ Vehicle RC (non-commercial registration)

☐ Owner's address proof showing you live within 20 km

☐ Mobile number registered with the FASTag

☐ UPI, card or cash for the payment, as the plaza allows

Final reminder

If you cross the same plaza often, this is easy money saved. Check your plaza board on 1 November 2026, carry your RC and address proof, and get the pass. If your local plaza is skipped because of a service road or a closed toll system, ask your MP or MLA to raise it. You can find them on NetaSampark's Know Your Neta.
