Why are only these four states doing it in November 2026?

UP, Punjab, Goa and Uttarakhand have Assembly elections due in early 2027. So the Registrar General of India pulled their population count forward through a separate notification dated 5 September 2026. Their reference moment is 00:00 hours on 5 January 2027. Everyone else in India gets the self-enumeration window from 10 January 2027 to 24 January 2027.

So if you're in Lucknow, Ludhiana, Panaji or Dehradun, your window opens on Monday 16 November 2026, not in January. Lots of families in these states are still hearing the January dates on TV, so share this with your parents and relatives.

Is self-enumeration compulsory?

No, it's optional. If you don't do it, the enumerator will still come home and fill the form by asking you questions. But doing it yourself has real advantages:

• You fill details at your own pace, with all family members around

• Spellings of names come out right because you type them

• The enumerator's visit becomes a short check of your SE ID instead of a 30-minute interview

• Working couples who are out all day don't have to wait at home

One honest warning. Once you hit final submit, you can't edit the form online. So check everything before that last click.

How do I fill the Census form online, step by step?

Keep 20 minutes free, your phone with you for the OTP, and the details of every member written on a sheet first.

1. Open se.census.gov.in on your phone or laptop. Select your state (Uttar Pradesh, Punjab, Goa or Uttarakhand) and type the captcha.

2. Enter the head of household's full name and one mobile number. Only one mobile number per household. Email is optional.

3. Pick your language and verify the OTP. Be careful here. The head's name and the language you choose can't be changed later.

4. Enter your location. Choose district, then town or village, then locality, and add a nearby landmark.

5. Mark your house on the map. A red marker appears. Drag it to the exact spot of your house and save. Zoom in properly; in dense mohallas, one lane off can confuse the enumerator.

6. Fill the population questions for each member. This is the actual Census schedule. It covers name, relation to head, sex, date of birth, marital status, religion, caste or tribe if applicable, mother tongue, literacy and education, work, migration and so on.

7. Preview everything. Read each member's details once, slowly. Check dates of birth twice.

8. Save as draft if you need a break. You can come back with the same mobile number and OTP and continue.

9. Click "Confirm and Submit". After this, no edits online.

10. Note your SE ID. You'll see an 11-character ID starting with "H" on screen and also get it by SMS. Take a screenshot and write it down.

That's it. When the enumerator comes between 1 December 2026 and 4 January 2027, you just share this SE ID. They pull up your submitted form, verify it with you, and you're done.

What details should I collect before starting?

The form is about people, not papers. You won't upload Aadhaar, ration card or any certificate. But the questions are detailed, so sit with your family first and jot down:

• Full names of all members as they usually write them

• Date of birth or age of each person

• Relationship of each person to the head

• Highest education of each member

• What each adult does for work, and whether it's main or marginal work

• Birthplace and, for anyone who moved, where they lived earlier and why they moved

• Mother tongue and other languages known

Count everyone who normally lives with you, including a domestic helper who stays with the family, elderly parents and kids in hostels for short periods if your house is their usual residence. Don't count guests who are just visiting.

How do I track my form or find the SE ID if I lose it?

There's no separate "track status" page you need to watch. Once you submit, your SE ID is the proof. If you lose it:

• Search your SMS inbox for the message from the Census portal

• Log in again on se.census.gov.in with the same mobile number and OTP and check the submitted household

• If nothing works, tell the enumerator during the visit. They'll locate your household through the map location or just fill the form afresh

What if the portal fails or I make a mistake?

OTP not coming. Wait two minutes, check network, then try again. Avoid trying many times back to back. Peak hours on day one and the last two days will be slow, so try early morning.

Made a mistake after submitting. Don't panic. Tell the enumerator during the house visit. They can correct details while verifying your household.

House not showing correctly on the map. Drag the marker to the closest correct point and mention a landmark in the address. The enumerator knows the area.

Window closed and you missed it. No problem at all. The enumerator will fill your form during the house visit from 1 December 2026 to 4 January 2027.

Someone missed in the count. The revisional round from 5 January 2027 to 9 January 2027 covers births, deaths and missed households around the reference date. Ask your enumerator or the district Census cell.

How do I spot a fake Census caller?

Census season brings scams. Remember these simple rules:

• Real enumerators carry an official ID card. Ask to see it

• The Census never asks for OTPs, bank PINs, card numbers or money

• Nobody needs your Aadhaar photocopy for the Census

• The only website is se.census.gov.in. Don't trust links on WhatsApp promising a "Census bonus" or "Census registration fee"

If someone asks for money or an OTP, it's fraud. Report it on 1930 or at cybercrime.gov.in. Our guide on what to do in the first hour after a UPI fraud has the exact steps.

Real-life examples

A joint family in Gorakhpur. Ramesh, 58, is the head. His son fills the form on 17 November 2026 in Hindi, adds all nine members, saves a draft at night, checks dates of birth with his mother the next morning and submits. The SE ID comes by SMS. When the enumerator visits on 4 December 2026, it's over in ten minutes.

A working couple in Mohali. Both leave home at 8 am. They fill the form on a Sunday, 22 November 2026, and give the SE ID to their society guard and the RWA WhatsApp group admin so the enumerator can call before coming.

A student in Dehradun. Priya lives in a PG but her usual home is in Haridwar. Her parents include her in their Haridwar form, since that's her usual residence. She doesn't fill a separate form in Dehradun.

Documents checklist

☐ One working mobile number for OTP (head's or any adult's)

☐ Written list of all members with dates of birth

☐ Education and work details for each member

☐ Caste or tribe details, if applicable

☐ Landmark near your house for the address

☐ Screenshot or note of your SE ID after submission

☐ Enumerator's ID card checked during the visit

Final reminder

If you're in UP, Punjab, Goa or plains Uttarakhand, put 16 November 2026 in your calendar now. Fill it in the first week, not on 30 November 2026 when the site will be slow. Keep the SE ID safe till the enumerator comes. And once the count is done, it's worth knowing who represents your area. Look up your MP and MLA on NetaSampark's Know Your Neta.
