Bihar's UPYOG portal, launched on 31 October 2026, lets people in all 264 urban local bodies apply online for a trade licence, building plan approval, water or sewer connection and file civic complaints. Ten of its 19 modules are live in Phase 1. Property tax and birth and death registration come in later phases.

Updated 4 November 2026

If you run a small shop in Patna, Gaya or Muzaffarpur, or you're building a house in any Bihar town, you know how many trips the nagar nigam or nagar parishad office can take. UPYOG is Bihar's attempt to move those services online, from application to approval. Here's what's live, what isn't yet, and how to use it without wasting a day.

What is UPYOG, in simple words?

UPYOG stands for Urban Platform for delivery of Online Governance. It's a common software platform built under the National Urban Digital Mission, run by the Union Ministry of Housing and Urban Affairs with the National Institute of Urban Affairs (NIUA). States take this platform and set it up for their own towns. Kerala's K-SMART and Himachal Pradesh's urban services also run on it.

Bihar Chief Minister Samrat Choudhary launched Bihar's version on 31 October 2026 in Patna, as reported by Elets eGov and other outlets. The state's Urban Development and Housing Department (UDHD) runs it. The big promise is that you don't need to keep going to the municipal office or depend on middlemen.

What's live right now and what isn't

Live in Phase 1 (from 31 October 2026)Coming in later phases
Trade licenceProperty tax
Building plan approvalBirth and death registration
Water and sewerage connectionOther remaining modules (9 in all)
Public grievance redressal
Advertisement management
Asset, fleet, legal, material and accounts modules (mostly for the municipal body's internal work)

So for citizens, the four useful ones right now are trade licence, building plan approval, water and sewer connection, and grievances. For property tax, keep using your existing system. In Patna that's pmcptax.bihar.gov.in, which we explained in our Patna property tax guide.

Before you start

Keep these ready on your phone:

• Aadhaar and a mobile number that gets OTPs.

• Your holding number or property details, if the service is linked to a property.

• Ownership proof (registry, mutation papers) or a rent agreement with the owner's consent.

• Clear photos or PDFs of each document.

• UPI or net banking for fees.

How to apply for a trade licence on UPYOG

A trade licence is the municipal permission you need to run a shop, workshop, eatery or other business inside town limits.

1. Open the Bihar UPYOG portal from the UDHD website.

2. Register with your mobile number and verify the OTP.

3. Choose your city or town from the list of urban local bodies.

4. Go to Trade Licence and pick "new licence" or "renewal".

5. Fill in your business name, type of trade, address, and the owner's details.

6. Upload ID, address proof and proof of the premises (ownership or rent agreement).

7. Pay the fee shown. The amount depends on your trade and town.

8. Save the application number. Track it from your dashboard.

Once approved, the licence comes as a digital certificate you can download. Keep a printed copy at the shop too, since inspectors may ask for it.

How to apply for building plan approval

This is the one many people are most excited about. Building plan (map) approval used to mean repeat trips and long waits. UDHD says it'll now be online from application to sanction.

1. Log in and choose your municipal body.

2. Open Building Plan Approval.

3. Fill in plot details, land ownership and the type of building.

4. Upload the drawings prepared by a registered architect or engineer, plus ownership documents.

5. Pay the scrutiny and approval fees online.

6. Respond to any objections from the municipal engineer through the portal.

7. Download the approved plan once sanctioned.

Building rules in Bihar follow the Bihar Building Bye-laws. Your architect will know the setbacks and height rules. If your plot is in an area that needs extra clearances, the portal will flag it.

How to apply for a water or sewer connection

1. Choose Water and Sewerage under your town.

2. Pick new connection.

3. Give the property details and holding number.

4. Upload ownership proof and ID.

5. Pay the connection charges shown.

6. Track the application. A field visit may happen before approval.

How to file a civic complaint

Garbage not picked up, streetlight out, drain overflowing? Use the Public Grievance module. Pick the category, add the location, attach a photo if you can, and submit. You'll get a complaint number. Track it on the dashboard, and if it's closed without work being done, reopen it or escalate to the municipal commissioner's office.

For bigger complaints against a government office, Bihar also has the Lok Shikayat system, which we explained in how Bihar's Lok Shikayat law works.

Common problems and quick fixes

• Town not in the list? All 264 bodies are covered, but double-check spelling. Some towns are listed by the official nagar parishad or nagar panchayat name.

• OTP not coming? Wait a minute, check signal, and try again. Make sure your number is correct.

• Upload failing? Reduce file size. Most portals accept files under 1 or 2 MB.

• Application stuck? Contact your municipal office with the application number. Since this is a new system, early glitches are likely in November 2026.

What this means for your ward

Online systems are only as good as the people behind them. Your ward councillor can push the municipal office if applications are stuck. You can find Bihar's MLAs on NetaSampark's Bihar page and read our list of MLAs of Bihar.
