How the UMANG App Works for Citizens: Register, MPIN, DigiLocker and Top Services

Quick take: UMANG is the Government of India’s unified gateway for accessing many central and state government services through one app and web platform. It is developed under the Ministry of Electronics & Information Technology (MeitY), through the National e-Governance Division (NeGD). The current official UMANG portal provides access to government services, schemes, transactions, documents and support features. (UMANG)

This is a citizen-use guide — registration, MPIN, DigiLocker integration and finding services. It is not a guide to one specific scheme or department.

What UMANG actually does

Think of UMANG as a front door to multiple government services, rather than a replacement for every department's own website.

The official platform brings together:

  • Central Government services
  • State Government services
  • Government schemes
  • Utility services
  • Application and transaction status
  • Document access through integrations such as DigiLocker
  • Grievance, feedback and support features (UMANG)

Before you register

Keep these ready:

  • Mobile phone with your active number
  • SMS access for OTP verification
  • Aadhaar or other ID only when the particular service requires it
  • Any UAN, consumer number, application number or beneficiary ID relevant to the service you want

Don't assume that registering for UMANG means every government service automatically becomes available to you.

Register on UMANG

The exact screen wording can change, but the normal citizen flow is:

  1. Install the official UMANG app or open the official UMANG web portal.
  2. Select Register / Sign Up.
  3. Enter your mobile number.
  4. Complete the OTP verification.
  5. Create the requested security credentials.
  6. Set an MPIN if prompted.
  7. Log in and complete any additional profile or authentication requested by a particular service.

Use the official UMANG platform rather than an APK forwarded through WhatsApp or Telegram.

What is the MPIN?

Your MPIN is an app-login/security credential. Treat it like a banking PIN.

Good habits:

  • Don't share it with CSC operators, agents or callers.
  • Don't store it in a public WhatsApp chat.
  • Don't use an obvious sequence such as 1234.
  • Don't tell someone your MPIN merely because they claim to be from a government department.
  • If you suspect someone knows it, use the official recovery/change process.

An OTP is also not something a “service agent” needs to know.

UMANG + DigiLocker

UMANG can integrate with DigiLocker, allowing citizens to access supported digital documents and services from the government ecosystem. The National Portal of India specifically describes UMANG as integrating services such as Aadhaar and DigiLocker. (India.gov.in)

The important distinction:

UMANG = service access

DigiLocker = digital document wallet / document access

So if a service needs a particular issued document, don't assume that simply having UMANG installed creates that document.

What services can you find?

The official UMANG portal currently highlights services such as:

  • EPFO services
  • National Consumer Helpline grievance registration
  • Weather information
  • Blood availability
  • State-government services
  • Various government schemes and transactions (UMANG)

The catalogue changes, so search inside UMANG rather than relying on an old screenshot of its service list.

The safest way to find a service

Don't search Google for:

“UMANG EPFO login APK”

Instead:

  1. Open the official UMANG app/site.
  2. Search the department or service name.
  3. Open the matching government service.
  4. Read what information it requests.
  5. Complete the authentication required by that service.
  6. Save the application/reference number.
  7. Check status through UMANG or the department's official channel where available.

This matters because UMANG is a gateway — the individual service can have its own eligibility, authentication and document requirements.

EPFO example

If you're looking for an EPFO service:

UMANG → Search EPFO → select the relevant EPFO service → authenticate → complete the department's flow.

Don't assume that every EPFO function available on the EPFO member portal will necessarily have identical screens or functionality inside UMANG.

For example, UAN activation, passbook access and claims are different jobs. Use the specific service tile rather than repeatedly trying the wrong one.

DigiLocker example

Suppose you need a government-issued document.

Your workflow can be:

UMANG / government service → identify the required document → DigiLocker integration where supported → authenticate → access the issued document.

Don't confuse an uploaded photograph of a document with an issuer-provided digital document.

State services

UMANG isn't restricted to Delhi or central-government services. The official platform lists services from states and Union Territories as well. (UMANG)

That means the exact experience can differ substantially by state.

Before travelling to an office, check:

  • Whether the service is actually available online
  • Whether your state is supported
  • Whether the application can be completed entirely online
  • Whether physical verification is still required
  • Whether the service has its own state portal

Application status

One of UMANG's useful features is bringing service transactions and status information into the same citizen interface where supported. The official platform describes access to statuses, bills and applications among its transaction features. (UMANG)

Always save the reference number anyway.

If UMANG is temporarily unavailable, the department may still be able to locate your application using that number.

What UMANG does NOT mean

UMANG does not mean:

  • Every government service is available in one identical workflow.
  • Every document automatically appears in DigiLocker.
  • Every application can be completed without visiting an office.
  • A UMANG login proves eligibility for a scheme.
  • An agent needs your OTP or MPIN.
  • A service shown in an old YouTube tutorial is necessarily still available today.

Common mistakes

1. Installing a fake UMANG app

Use the official app-store listing reached through the official UMANG ecosystem.

2. Giving OTP to an agent

You should enter OTPs yourself.

3. Assuming UMANG replaces DigiLocker

They perform different functions.

4. Using the wrong department

Search carefully. Several government departments can have similarly named services.

5. Not saving reference numbers

Take a screenshot after a successful transaction.

6. Assuming “submitted” means “approved”

Submission, verification, sanction and delivery can be separate stages.

If UMANG isn't working

Try this sequence:

App problem → update/reopen → check network → retry later → try official web UMANG → use the department's official portal.

Don't repeatedly submit the same application simply because the app froze after payment or submission.

First check whether the transaction/reference was actually created.

Family 20-minute UMANG setup

Sit with parents or elders and:

  • Install the official app.
  • Register their own mobile number.
  • Set the MPIN.
  • Find the services they actually use.
  • Connect/access DigiLocker where appropriate.
  • Save important application/reference numbers.
  • Explain one rule: never give OTP or MPIN to a caller.

Do this once on a calm afternoon rather than during a pension, PF or welfare emergency.
