Goa CM Medical Assistance Cell: Up to ₹2 Lakh (30% of Treatment Cost) for Serious Illness — Who Qualifies and How to Apply

A serious illness can put enormous financial pressure on a family, especially when surgery or specialised treatment costs more than its existing health-insurance coverage. To help patients facing these expenses, the Government of Goa launched the Chief Minister’s Medical Assistance Cell on 13 October 2026 under the Chief Minister’s Relief Fund.

The scheme provides financial assistance of 30% of the cost of a medical procedure, up to a maximum of ₹2 lakh per patient, subject to the recommendations of the Chief Minister’s Medical Committee.

Eligible applicants can apply online through the Goa Online portal or submit an application offline at the Chief Minister’s Medical Assistance Cell at the CM War Room, Directorate of Planning, Statistics and Evaluation (DPSE), Porvorim.

The government has also stated that assistance may be available over and above the prescribed coverage under the Deen Dayal Swasthya Seva Yojana (DDSSY), Goa Mediclaim Scheme or Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (PM-JAY), where treatment expenses exceed the applicable coverage limit.

1 Who Is Eligible for Goa’s Medical Assistance Scheme?

The government’s launch announcement identifies the following key conditions and application requirements.

1. You must have lived in Goa for at least 15 years

Applicants must have been residents of Goa for a minimum of 15 years.

Keep valid residence proof ready. If you are unsure whether your existing document establishes the required period, contact the Medical Assistance Cell before applying.

2. You must need assistance for medical treatment

The initiative is intended to help Goan families facing difficulty paying for treatment for serious illnesses and high-cost medical procedures.

The amount is linked to the cost of the medical procedure, subject to the maximum limit and the recommendations of the Chief Minister’s Medical Committee.

3. Your application must undergo assessment

Submitting an application does not automatically guarantee assistance. The government’s announcement specifies that support is subject to the recommendations of the Chief Minister’s Medical Committee.

Applicants should therefore provide a clear hospital estimate and the supporting information requested by the authorities.

4. Existing health coverage does not automatically rule you out

The government has stated that assistance may be provided over and above the prescribed coverage under:

  • DDSSY: Deen Dayal Swasthya Seva Yojana
  • Goa Mediclaim Scheme
  • PM-JAY: Ayushman Bharat Pradhan Mantri Jan Arogya Yojana

This is relevant when treatment expenditure exceeds the applicable coverage limit. However, the assistance is still subject to the scheme’s approval process.

What about income limits and other conditions?

The launch announcement specifies the 15-year residence requirement but does not publish a complete list of additional eligibility conditions in the press release.

Do not assume that an income limit, a particular diagnosis or a specific hospital requirement applies—or does not apply—without checking the latest official application instructions.
