Quick take: Udyam Registration is free, paperless and online. The Government of India’s Ministry of MSME explicitly warns that private websites, agents and other people are not authorised to charge you for MSME registration. Use only udyamregistration.gov.in or an authorised government single-window system. (Udyam Registration)
Official Udyam Registration Portal
Who can register?
An enterprise intending to establish or operate as a micro, small or medium enterprise can file Udyam Registration through the official portal using self-declaration. A permanent Udyam Registration Number is issued and an online certificate is generated after registration. (Udyam Registration)
From 1 April 2025, the MSME classification thresholds are:
CategoryInvestmentAnnual turnoverMicro≤ ₹2.5 crore≤ ₹10 croreSmall≤ ₹25 crore≤ ₹100 croreMedium≤ ₹125 crore≤ ₹500 crore
(Udyam Registration)
The most important rule: don't pay a tout
The official portal says:
Udyam Registration has no registration fee.
It also warns that, apart from government single-window systems, private websites, agencies or individuals are not authorised to undertake MSME registration. (Udyam Registration)
So be suspicious of websites advertising:
- “MSME Registration — ₹999”
- “Government-approved Udyam agent”
- “Fast-track MSME certificate”
- “Renewal fee”
- “Udyam certificate activation fee”
The official registration itself is free.
What you need before starting
Keep these ready:
- Aadhaar
- Mobile capable of receiving the authentication OTP
- PAN
- GSTIN, where applicable
- Business/enterprise details
- Official business address
- Bank details
- Nature of business/activity
- Appropriate NIC activity code
- Investment and turnover information where requested
The portal is designed to retrieve PAN/GST-linked information from government databases rather than requiring you to upload a pile of certificates. (Udyam Registration)
Whose Aadhaar is used?
It depends on the organisation structure.
Proprietorship: proprietor's Aadhaar
Partnership: managing partner's Aadhaar
HUF: karta's Aadhaar
For a company, LLP, cooperative society, society or trust, the authorised signatory provides Aadhaar along with the organisation's PAN and applicable GSTIN. (Udyam Registration)
Step-by-step: new Udyam Registration
1. Open the official portal
Go directly to:
udyamregistration.gov.in
Select the option for a new entrepreneur who is not already registered as an MSME. (Udyam Registration)
2. Aadhaar verification
Enter:
- Aadhaar number
- Name as it appears on Aadhaar
Give the required consent and complete OTP verification. (Udyam Registration)
3. PAN verification
Enter the relevant PAN and complete the portal's verification process.
Some information is subsequently populated from government records. (Udyam Registration)
4. Enter enterprise details
Review the information carefully, including:
- Organisation type
- Enterprise name
- Business address
- Date of incorporation/commencement
- Plant or unit details
- Bank details
- Major activity
- NIC code
- Employment information
- Investment/turnover information requested by the portal
Don't rush through this section just because registration is free.
5. Check the classification
The portal determines the MSME category using the applicable investment and turnover criteria.
For example, don't manually call yourself “Micro” simply because you're a new business. Enter the required information accurately and allow the classification rules to apply.
6. Submit the declaration
Udyam registration operates on self-declaration and does not ordinarily require uploading documents or certificates with the registration application. (Udyam Registration)
False or suppressed information can attract penalties under the applicable law. (Udyam Registration)
7. Save the Udyam number
After successful registration, you receive a permanent Udyam Registration Number and an electronic Udyam Registration Certificate. (Udyam Registration)
Download the certificate and keep a copy in your business records.
No annual renewal
One useful distinction:
Udyam Registration does not require annual renewal.
The official portal states that there is no need for renewal after registration. (Udyam Registration)
That means a message saying:
“Your MSME certificate expires this month — pay ₹2,500 for renewal”
should immediately raise suspicion.
There can still be legitimate requirements to update information, but that is different from paying a private agent for a fictitious annual renewal.
One enterprise — don't create multiple registrations
The official rules say an enterprise should not file more than one Udyam Registration.
However, multiple activities — including manufacturing and services — can be specified or added within one registration. (Udyam Registration)
So if your business expands:
Don't automatically create Udyam #2.
First check whether the new activity can be added to the existing registration.
What about an old Udyog Aadhaar?
Businesses with an earlier EM-II / Udyog Aadhaar Memorandum (UAM) registration are required to move to Udyam under the applicable process. The official portal provides separate migration options for existing UAM registrations. (Udyam Registration)
Don't pay someone simply because they tell you your old Udyog Aadhaar needs a “renewal fee.”
Retailers and wholesalers
Retail and wholesale trade activities have been included in the Udyam system under specified NIC codes.
However, the government's material states that benefits for retail and wholesale trade MSMEs are restricted to Priority Sector Lending. (Udyam Registration)
So don't assume that registering as an MSME automatically gives a retailer access to every MSME scheme.
What Udyam registration does — and doesn't — mean
Udyam registration can establish your enterprise's MSME registration status.
It does not automatically mean:
- A bank must approve your loan
- You automatically receive a government subsidy
- You automatically receive a grant
- You automatically qualify for every MSME scheme
- Your GST obligations disappear
- Your income-tax obligations disappear
Individual schemes and benefits have their own eligibility conditions.
Udyam certificate and DigiLocker
The Udyam portal's official circular list includes a January 2025 communication concerning acceptance of the Udyam Registration Certificate through DigiLocker. (Udyam Registration)
Keep the official electronic certificate rather than relying on a screenshot sent by an agent.
Common scam pattern
A business owner searches:
“MSME registration”
The first result looks official.
The site asks for:
₹499 / ₹999 / ₹2,499
Then someone calls:
“Sir, government registration is compulsory and your certificate needs activation.”
Before paying anything, check the domain.
The official portal is:
udyamregistration.gov.in
The Ministry's own portal explicitly warns about fake sites. (Udyam Registration)
What to do if someone already charged you
Keep:
- Payment receipt
- UPI transaction ID
- Website URL
- Emails/SMS
- WhatsApp conversation
- Certificate/application details
Then distinguish between a legitimate paid professional service you voluntarily requested and someone falsely claiming that the government itself requires a registration fee.
Don't immediately create another Udyam registration just because an agent says the first one is invalid. First verify the existing registration through the official portal.
15-minute founder checklist
☐ Open udyamregistration.gov.in
☐ Confirm you're registering the correct enterprise
☐ Keep Aadhaar ready
☐ Complete Aadhaar verification yourself
☐ Complete PAN verification
☐ Check organisation type
☐ Enter the legal/business name carefully
☐ Select the correct business activity/NIC code
☐ Review address and bank details
☐ Check investment/turnover information
☐ Submit the self-declaration
☐ Save the Udyam Registration Number
☐ Download the certificate

One important safety habit
Don't give your Aadhaar OTP to an unknown “MSME consultant.”
If you use a CA, consultant or other professional for broader business work, they may legitimately charge for their professional service. That is separate from the government's Udyam registration fee, which is zero. (Udyam Registration)
How NetaSampark helps
Udyam is a central government business-registration process, but entrepreneurs still encounter local consultants, CSCs and service desks. Use NetaSampark's citizen-service guides to understand which government process actually requires a fee and which one doesn't before handing over money or documents.
