First: make sure Form 7 is actually the right form
Use Form 7 when you are asking the ERO to object to another person's inclusion or delete an existing entry.

ECI's FAQ specifically confirms that deletion of a shifted, dead or absentee elector, as well as a duplicate entry, is made through Form 7. (Election Commission of India)
Who can file an objection?
ECI says that a person who is a voter in the concerned constituency may object to inclusion of a person's name where that person is not eligible to be registered in that constituency. The objection is made in Form 7 with relevant proof. (Election Commission of India)
So don't treat Form 7 as a general anonymous complaint form.
The applicant's details matter.
Before filing: verify the entry
Don't file against someone merely because:
- You don't recognise the name.
- The house appears locked.
- A neighbour says the person moved.
- The spelling looks unfamiliar.
- You haven't seen the person recently.
During SIR, first verify the actual electoral-roll entry.
Check:
- Name
- EPIC number, if available
- Address
- Part number
- Serial number
- Assembly Constituency
- Polling station

For SIR, the ECI portal also provides a dedicated "Search your name in last SIR E-Roll" facility where applicable. (Voters)
Choose the correct Form 7 ground
The current Form 7 provides these grounds:
1. Death
Use this when the elector has died but remains on the roll.
If available, keep a death certificate or other relevant official evidence.
The Form 7 itself specifically asks whether a death certificate is attached. (Voters)
2. Under age
Use this where the person included in the roll is below the legal voting age.
Don't use this simply because someone's recorded age looks suspicious. If the age is wrong rather than the person actually being underage, the ERO should determine the matter from the relevant records.
3. Absent / permanently shifted
This is important during SIR.
A person being temporarily away from home is not automatically the same thing as permanent shifting.
Examples such as:
- Working elsewhere temporarily
- Studying away from home
- Staying with relatives
- Travelling
- Being away during BLO verification
should not automatically be treated as proof that someone has permanently shifted.
Use the Form 7 ground only where the facts support it.
4. Already enrolled
This is the duplicate-entry ground.
If the same eligible person appears more than once, identify the entries as precisely as possible.
Keep:
- Both EPIC numbers, if available
- Both addresses
- Part/serial details
- Screenshots of the relevant roll entries
Don't assume two people with similar names are automatically duplicates.
5. Not an Indian citizen
This is a serious ground.
Don't use nationality as a guess based on:
- Language
- Religion
- Place of birth
- Accent
- Community
- Name
- Where someone migrated from
The Form 7 declaration carries a legal warning against knowingly making a false statement or declaration. (Voters)
What information does Form 7 ask for?
The current ECI form asks for the applicant's:
- Name
- EPIC number
- Mobile number
and details of the person whose inclusion is being challenged, including:
- Name
- Surname
- EPIC number, if available
- Full electoral-roll address
You then select one applicable ground for the objection/deletion. (Voters)
Evidence pack: keep it simple
The strongest filing is not the one with 40 screenshots.
Prepare:
1. Roll evidence
Screenshot/PDF showing the person's electoral-roll entry.
2. Identification
EPIC number, if available.
3. Ground-specific evidence
For example:
- Death → death certificate
- Duplicate → evidence of the person's other electoral entry
- Permanent shift → relevant information establishing the move
- Under-age → credible age-related record
- Citizenship objection → relevant lawful evidence supporting the objection
4. Your own details
Keep your EPIC/application information ready.
The exact supporting-document requirements can vary with the case and instructions from the ERO. The ECI manual says claims and objections may be submitted electronically, by post or before the designated officer/ERO during the claims-and-objections period. (Election Commission of India)
File online or offline
The ECI's voter-services system provides online electoral-roll services, including deletion-related applications. (Election Commission of India)
You can also use the prescribed physical Form 7 through the electoral-roll machinery.
The ECI manual states that claims and objections can be:
- Submitted to the ERO/designated officer
- Sent by post
- Submitted electronically
- Submitted at the designated location
and that BLOs may be designated to manage the designated location during the claims-and-objections period. (Election Commission of India)
Do not pay someone for the Form 7 itself. ECI's manual states that blank application forms are to be provided without a fee. (Election Commission of India)
After filing: save the acknowledgement
This is the part citizens often forget.
Save:
- Form 7 acknowledgement/reference number
- Submission date
- Screenshot of submitted form
- Uploaded documents
- Roll-entry screenshot
- Any communication from the ERO/BLO
The Form 7 acknowledgement itself provides an acknowledgement number that can be used to check the application's status. (Voters)
What happens after you object?
Form 7 is an objection/application. It is not a citizen-issued deletion order.
The electoral authorities process the objection.
Depending on the circumstances, the ERO may need verification, notice or further proceedings before deciding the entry.
That distinction matters:
Citizen submits evidence → electoral authority examines it → decision is taken.
Don't tell a neighbour, "I filed Form 7, so your vote is cancelled."
That isn't how the process works.
During SIR, don't confuse draft-roll deletion with Form 7
SIR can involve separate processes around:
- Enumeration
- Draft publication
- Claims
- Objections
- Verification
- Hearings
- Final publication
A person appearing in a draft roll and a person being the subject of a Form 7 objection are not necessarily the same procedural situation.
Follow the notice, roll and instructions applicable to that particular case.

The biggest Form 7 mistake
Don't weaponise it.
A Form 7 objection should be based on a genuine, supportable ground.
Bad practice:
"I don't like this person, so remove them."
Better:
"This elector appears twice. Here are both EPIC numbers and the two roll entries."
Or:
"This elector died on [date]. Here is the death certificate and roll entry."
The current Form 7 explicitly contains a declaration warning that knowingly making a false statement/declaration can attract punishment under Section 31 of the Representation of the People Act, 1950. (Voters)
If the person has simply moved
This deserves special care.
Temporary absence ≠ permanent shifting.
A migrant worker may spend months in another city and still have an electoral connection with their ordinary residence.
Before filing Form 7 on "Absent / Permanently shifted", establish what actually happened.
If you're unsure, contact the BLO/ERO rather than turning an assumption into a deletion request.
If you discover your own name is duplicated
Form 7 also permits an elector to request deletion of their own name on specified grounds, including permanent shifting, already being enrolled, or not being an Indian citizen. (Voters)
If your problem is simply that your existing entry contains an incorrect address or demographic detail, Form 8 is generally the relevant correction route rather than using Form 7 to delete yourself. (Election Commission of India)
A 15-minute neighbourhood verification exercise
If your housing society/RWA is doing a voter-roll check:
Step 1
Search the roll.
Step 2
Record the exact part and serial number.
Step 3
Check whether the person actually appears more than once.
Step 4
Verify the factual ground.
Step 5
Collect only relevant evidence.
Step 6
File an individual Form 7 where appropriate.
Step 7
Save the acknowledgement.
The ECI manual also states that bulk claims or objections should not be accepted; applications are to be made individually. (Election Commission of India)
Don't use Form 7 for these situations
Name missing from the roll?
→ Form 6.
Your address/name/photo is wrong?
→ Form 8.
Someone else appears to be dead, permanently shifted, duplicated, under-age or otherwise ineligible?
→ Form 7, where the relevant ground and evidence genuinely apply.

Use the ECI voter-services portal, contact the mapped BLO/ERO, or call 1950, the ECI's general voter-information helpline. (Election Commission of India)
Keep the conversation factual:
"I found this entry at Part __, Serial __. I believe ground __ applies. What evidence should I attach to Form 7?"
That is much safer than sending an accusation through a WhatsApp group.
