DigiLocker Issued Documents: How to Use, Verify and Share Digital Documents Safely

Quick take: Issued Documents in DigiLocker are different from files you upload yourself. Issued documents are provided through participating issuers and can be verified electronically, including through the document's secure QR code. Uploaded scans, photographs and PDFs are simply files stored in your DigiLocker account and do not automatically have the same verification status.

This distinction matters when a college, bank, employer or government office asks you to "show the DigiLocker document."

Uploaded vs Issued: Don't Mix Them Up

There are two very different sections in DigiLocker.

Uploaded DocumentsIssued DocumentsFiles you upload yourselfDocuments fetched from participating issuersCould be a scan/photo/PDFDigitally issued by the relevant organisationYou control the uploadIssuer provides the documentNot automatically verified as authenticDesigned for electronic verificationUseful for storing personal filesIntended for presenting authentic digital credentials

For example:

You scan your old marksheet → Uploaded Documents

Your board makes the marksheet available through DigiLocker → Issued Documents

Those aren't equivalent simply because both are PDFs.

DigiLocker itself distinguishes between documents uploaded by the user and documents issued by registered issuers.

What Does an Issued Document Look Like?

Open:

DigiLocker → Issued Documents

You may see documents issued by organisations such as:

  • Education boards
  • Universities
  • Transport departments
  • Government departments
  • Other registered issuers

Select the document to view its details.

Depending on the document and issuer, the record can include information such as:

  • Issuer
  • Document type
  • Document number
  • Issue date
  • Digital document
  • Verification/QR information

The exact presentation varies by issuer and document type.

Why the QR Code Matters

A DigiLocker-issued document can contain a secure QR code that allows the document to be verified electronically.

The important point is:

The QR isn't simply a decorative picture printed on the PDF.

DigiLocker documentation describes secure QR-based verification of issued documents. The verifier can scan the QR and retrieve the information needed to validate the document through the DigiLocker verification infrastructure.

That creates a different trust path from:

PDF → looks genuine

The intended verification path is:

Issued document → QR → verification system → document information

How Should a College, Bank or Office Verify It?

If a desk accepts DigiLocker documents, the practical process is:

1. Open the actual DigiLocker account

Don't rely on a forwarded WhatsApp PDF.

2. Open Issued Documents

Find the relevant document.

3. Present the document/QR

Show the QR or verification information associated with the issued document.

4. Let the verifier scan it

The verifier should use an appropriate DigiLocker verification facility or compatible verification application.

5. Compare the returned information

Check that the:

  • Name
  • Document type
  • Issuer
  • Document number/details

match the document being presented.

DigiLocker provides a dedicated verification facility for digitally issued documents.

Why a Screenshot Isn't the Same Thing

Suppose someone sends you:

DrivingLicence.pdf

It looks exactly like a DigiLocker document.

That doesn't establish where it came from.

A screenshot can be:

  • Cropped
  • Edited
  • Recreated
  • Forwarded
  • Old
  • Missing the current verification information

The safer approach is to open the document from DigiLocker's Issued Documents and use the available verification mechanism.

The rule

Don't verify the appearance. Verify the source.

What If an Issued Document Doesn't Appear?

Don't immediately assume that DigiLocker has lost your document.

The document has to be available from the relevant issuer's system.

Possible reasons for a retrieval problem can include:

  • Information doesn't match the issuer's records
  • Wrong document details entered
  • Issuer service temporarily unavailable
  • The relevant issuer/document isn't currently available through the requested DigiLocker flow
  • The document hasn't yet been issued digitally

DigiLocker cannot manufacture a missing academic certificate simply because you have a scanned copy.

Try this sequence

Check issuer → check your details → retry later → contact issuer if necessary

For an academic document, the board/university may need to correct or issue the underlying record.

DigiLocker Doesn't Automatically Verify Everything You Upload

This is one of the most important distinctions.

If you upload:

MyDegreeCertificate.pdf

DigiLocker is providing storage for your uploaded file.

It does not mean:

"DigiLocker has certified that this PDF is genuine."

The stronger verification status comes from documents issued through participating issuers.

So if a government office specifically asks for an Issued Document, don't substitute a scanned copy from your Uploaded Documents unless the office explicitly accepts it.

Sharing an Issued Document

Before sharing any government or academic document, ask:

What exactly does this person need?

If an employer only needs proof of your qualification, you may not need to send your entire collection of identity documents.

If a college needs one marksheet, share that document rather than unrelated personal documents.

Be particularly careful with Aadhaar

Don't casually send a complete Aadhaar document to:

  • Unknown recruiters
  • Random WhatsApp numbers
  • Unverified agents
  • "Admission consultants"
  • People claiming they can fix DigiLocker

Verify who is requesting it and why.

DigiLocker vs WhatsApp

This is an easy family rule:

WhatsApp

Good for sending a copy.

Not automatically proof of authenticity.

DigiLocker Issued Documents

Provides access to documents issued by participating organisations and their verification mechanisms.

Physical original

Still useful where an organisation specifically requires physical documentation.

So don't throw away important originals simply because you have DigiLocker.

Example: College Marksheet

Imagine Aarav receives a message:

"Send your Class 12 marksheet on WhatsApp."

He has two files.

File A: A photograph he took of the physical marksheet.

File B: The board-issued document in DigiLocker.

If the institution accepts DigiLocker credentials, File B is the appropriate digital source.

Aarav opens:

DigiLocker → Issued Documents → Board → Marksheet

and presents the document through the official DigiLocker flow.

The institution can use the available verification mechanism instead of relying solely on the appearance of a PDF.

Example: Driving Licence

The same principle applies to transport documents.

If your driving licence is available as an issued document:

DigiLocker → Issued Documents → Driving Licence

is preferable to forwarding a random PDF that someone previously downloaded.

If a counter wants to verify the document, ask them to use the appropriate verification mechanism rather than judging authenticity from a screenshot.

What the QR Code Is Really Useful For

Think of the QR as a verification doorway.

It helps connect the presented document to the underlying digital record.

That is why:

Edited PDF + copied QR

shouldn't automatically be treated as genuine.

The verifier should check what the QR actually resolves to and whether the resulting information matches the presented document.

If DigiLocker Is Temporarily Down

Don't panic and don't download a random "DigiLocker APK" from Google search results.

Try:

  1. Check whether DigiLocker is experiencing a service problem.
  2. Retry later.
  3. Use the official DigiLocker website/app.
  4. If the document is urgently required, ask the receiving organisation what alternative officially accepted document it will accept.
  5. Contact the issuer if the underlying document itself is missing.

For critical deadlines, keeping your physical originals and previously downloaded official documents organised can prevent unnecessary last-minute problems.

If something important isn't available, identify the issuer that needs to provide/correct it.

5. Backup

Keep important physical originals safely stored.

What DigiLocker Can and Cannot Do

DigiLocker canDigiLocker cannotStore your uploaded filesCertify every uploaded fileGive access to issuer-provided documentsCreate a missing government recordProvide digital access to issued credentialsAutomatically correct issuer recordsSupport electronic verificationGuarantee every institution accepts every document in every situationHelp you share documents digitallyMake a WhatsApp copy authentic

The distinction is simple:

Storage is not the same as issuance.

And:

Issuance is not the same as simply having a PDF.

The Rule to Remember

When someone says:

"Show me your DigiLocker document."

Ask yourself:

Am I showing an Issued Document, or am I showing something I uploaded?

If it's important for verification, start with:

DigiLocker → Issued Documents → relevant issuer → document → verification

rather than:

WhatsApp → Downloads → random PDF

How NetaSampark Helps

Digital documents are useful only when citizens understand what is actually being verified.

The practical distinction is:

Uploaded file = something you stored

Issued document = something provided through the issuer ecosystem

Verification = checking the underlying digital record

That three-step understanding can prevent both unnecessary paper runs and fake-document scams.

Use NetaSampark for practical guides on government IDs, certificates, portals and citizen services.

Be Informed. Be Heard.

Re-check DigiLocker help and current verification instructions before publication, because individual issuer workflows and app interfaces can change.
