Maharashtra SIR: No Physical Hearing Needed — BLO Collects Documents; Claims Till 12 October
If you received a notice during Maharashtra’s Special Intensive Revision (SIR) because your electoral-roll record was marked “No Mapping” or showed a “Logical Discrepancy,” there is an important procedural change.
You generally do not have to travel to the ERO or AERO office for a physical hearing.
Under the Election Commission’s revised instructions, Booth Level Officers (BLOs) will visit the homes of affected electors, collect the required documents and upload them to ECINET for consideration by the Electoral Registration Officer (ERO). Hearings are intended only for exceptional cases and should preferably be conducted online. Press Information Bureau
At the same time, Maharashtra’s deadline for filing claims and objections has been extended to 12 October 2026. The deadline for disposal of notices, claims and objections is 10 November 2026. Press Information Bureau
Here is what Maharashtra voters should do now.
What Changed for SIR Notice Recipients?
Earlier, an elector receiving a notice could expect to be called before the ERO/AERO to provide documents or explain a discrepancy.
The ECI has now changed the approach for electors who received notices because of:
- No Mapping
- Logical Discrepancy
Instead of routinely requiring the voter to appear at an election office:
BLO visits your home
↓
BLO collects the required documents
↓
Documents are uploaded to ECINET
↓
ERO/AERO examines the case
↓
Decision is taken on the electoral-roll entry
The ECI says hearings will be required only in exceptional circumstances, and where a hearing is necessary it should preferably be held online. An adult family member may also be authorised to attend on behalf of the elector if required. Nation Press
What Does “No Mapping” Mean?
During SIR, electoral records are being checked against the relevant earlier electoral-roll records.
A voter can be categorised as “No Mapping” when the current record could not be linked to the relevant previous SIR record.
That does not by itself mean that the person is ineligible to vote.
It means the election authorities need additional information or documents before deciding the status of the entry.
The ECI has previously described the notice phase as the stage during which electors are given an opportunity to provide information and supporting documents before a decision is taken. Press Information Bureau
What Is a “Logical Discrepancy”?
A logical discrepancy generally refers to an inconsistency identified during the electoral-roll verification process.
For example, the election record may contain information that does not align with the relevant previous record or other information being checked during SIR.
The important point is that a discrepancy is a reason for verification, not by itself a final finding that the elector should be removed.
If you received a notice, respond through the prescribed process and provide the relevant evidence.
You Don't Have to Go to the ERO Office Just Because You Received a Notice
This is the most important practical change.
If your notice relates to an unmapped record or logical discrepancy, you should not assume that you must immediately travel to the ERO/AERO office.
The ECI has directed BLOs to visit the homes of such electors and collect documents. The documents are then uploaded through the election system for the ERO's decision. Press Information Bureau
What You Should Do Instead
Keep the notice and relevant documents ready.
When the BLO contacts or visits you:
- Show the notice.
- Ask what specific discrepancy needs to be addressed.
- Provide the requested supporting documents.
- Ask what has been recorded/submitted.
- Keep copies or photographs of the documents provided.
- Ask for an acknowledgement or other reference if one is available.
Can You Still Have a Hearing?
Yes — but a hearing is now described as an exceptional step rather than something every notified elector must physically attend.
The ECI's instructions say that if a hearing is required, it should preferably be conducted online. An adult family member can also be authorised by the elector to attend on their behalf where necessary. Nation Press
So the headline should not be read as:
“Hearings have been abolished.”
The more accurate position is:
Routine physical appearance is not required for these notice cases; exceptional hearings may still occur, preferably online.
What Documents Should You Keep Ready?
The exact evidence required depends on the reason stated in your notice.
Don't submit random documents simply because you have them.
First identify what the notice is asking you to establish.
Depending on the case, relevant records may include:
- Previous electoral-roll details
- EPIC/Voter ID
- Identity documents
- Proof of residence
- Birth/date-of-birth records
- School or educational records
- Family relationship documents
- Previous electoral-roll extracts
- Other documents specified by the election authorities

Check the Old Electoral Roll
If your problem is a mapping issue, old electoral-roll information can be particularly useful.
Look for:
- Your own previous entry
- Parent's name
- Grandparent's name, where relevant
- Old address
- Part number
- Serial number
- EPIC number
- Polling station details

If you find an earlier entry, save a copy or screenshot.
What If Your Name Is Missing From the Draft Roll?
A notice case and a missing-name case are not necessarily the same thing.
If you discover that your name is absent from the draft roll, check your situation carefully and use the appropriate claims process.
The ECI has separately said that people whose names are left out during or after SIR can seek inclusion through continuous updation, including young and first-time eligible voters. Press Information Bureau
For a new inclusion application, Form 6 is generally the relevant statutory form.
If your existing entry needs correction, the applicable process can instead involve Form 8.
Maharashtra's New Deadline: 12 October
The original deadline for Maharashtra's SIR claims and objections was earlier scheduled for 30 September.
The Election Commission has now extended it to:
12 October 2026
The deadline for disposal of notices, claims and objections has been extended to:
10 November 2026
These extensions were made following a request from the Chief Electoral Officer, Maharashtra. Press Information Bureau
This means voters should not wait for the last day if their name is missing, incorrect or under notice.
What Happens After the BLO Collects Your Documents?
The BLO's role is to collect and upload the information.
The BLO does not make the final decision on your electoral-roll status.
The information goes through the election-registration process for consideration by the relevant ERO/AERO.
In simplified form:
You
→ provide documents
BLO
→ collects and uploads
ERO/AERO
→ examines the record
Election-roll decision
→ entry retained/updated/dealt with according to the applicable rules
This distinction matters because giving documents to the BLO does not itself guarantee that the electoral-roll entry will be retained or included.
The documents still have to be examined and the competent authority has to take the appropriate decision. Civique
What If the BLO Hasn't Visited Yet?
Don't simply assume that your case has been forgotten.
Keep your documents ready and contact the relevant BLO or SIR help desk.
The Maharashtra CEO website currently provides:
- SIR instructions
- Draft electoral-roll information
- Claims and objections
- ASDD information
- ERO/AERO details
- SIR help-desk information
- Prescribed-document guidance
- SIR-related resources Maharashtra Election Commission
You can also use the 1950 voter helpline for election-related assistance. The Maharashtra CEO's SIR page specifically displays 1950 as the SIR query helpline. Maharashtra Election Commission
Can You Send Documents Through WhatsApp?
The Maharashtra CEO has also stated that affected electors can submit required documents or evidence to the concerned BLO through WhatsApp. The New Indian Express
If you use this option:
- Send documents only to the official/contact number provided by the election authorities or your BLO.
- Confirm that you are communicating with the correct BLO.
- Keep screenshots of what you submitted.
- Don't send unnecessary personal documents.
- Don't share OTPs, passwords or banking information.
If you are unsure whether a number belongs to your BLO, verify it through the official CEO/ERO channel before sending sensitive documents.
What If You Cannot Attend Even an Online Hearing?
The ECI's revised arrangement provides for an adult family member to be authorised to attend on the elector's behalf if a hearing is required. Nation Press
If that situation arises, ask the ERO/AERO about the required authorisation format and documents.
Don't assume an informal verbal authorisation will be sufficient.
What If You Are Elderly, a Worker or Living Away From Home?
The revised home-visit process can be particularly relevant where travelling to an election office is difficult.
The ECI has also directed District Election Officers to establish help desks and special camps for groups including people in night shelters, labourers, poor citizens and homeless persons. Civique
If the elector is away from home for work, contact the relevant BLO/ERO and explain the situation rather than ignoring the notice.
What If Your Family Member Received the Notice?
Don't assume every family member has the same SIR status.
Check each elector separately.
For each person, record:
| Detail | Information |
|---|---|
| Name | __________ |
| EPIC number | __________ |
| Assembly Constituency | __________ |
| Part number | __________ |
| Serial number | __________ |
| Notice received? | Yes / No |
| Reason | No Mapping / Logical Discrepancy / Other |
| Documents required | __________ |
| BLO contacted | __________ |
| Documents submitted | __________ |
| Submission date | __________ |
| Reference/acknowledgement | __________ |
This is especially useful in households where several people have received notices.
Don't Ignore a Notice Because “The BLO Will Come”
The revised process makes a BLO home visit possible, but the 12 October claims-and-objections deadline still matters.
If you have a claim, objection or correction to submit, don't assume that a future visit automatically extends your personal deadline.
Act as soon as possible.
The ECI has specifically extended Maharashtra's filing window to 12 October 2026. Press Information Bureau
Don't Confuse the Draft Roll With the Final Roll
The draft electoral roll is not the final electoral roll.
During the claims-and-objections period, electors can raise issues and election officials can examine notices and supporting evidence.
For Maharashtra, the ECI's latest schedule gives officials until 10 November 2026 to dispose of notices and claims/objections. Press Information Bureau
So if your record is under verification today, the final outcome may not be visible immediately.
