Maharashtra’s Women Farmer Certificate: Apply Before 17 October 2026 — No Land in Your Name Needed
A woman does not need to have agricultural land registered in her own name to be recognised as a woman farmer under Maharashtra’s new 2026 law.

What is the Women Farmer Certificate?
The certificate is being introduced to give women who participate in agriculture an official identity as women farmers.
The law takes a broader approach than simply asking:
“Whose name is on the 7/12 land record?”
The official portal lists farming and allied activities including crop cultivation, seed production, livestock rearing, fishing, animal husbandry, dairy, poultry, beekeeping, horticulture, floriculture, sericulture, vermiculture, fodder cultivation, forest-produce collection and sale, and processing/value addition of farm produce. That means a woman can potentially qualify even if:
- the land is in her husband's name;
- the land is in another family member's name;
- she cultivates land on lease or share basis;
- she works as an agricultural labourer;
- she is involved in livestock or dairy activities;
- she works in another covered agricultural or allied activity.

Who can apply?
The official portal says an applicant must generally:
- be a woman;
- be 18 years or older;
- be engaged in agriculture or an eligible allied activity;
- meet the applicable Maharashtra residence requirements;
- have a valid Aadhaar for the portal's e-KYC process; and

The 1 October Agriculture Department instruction adds an important jurisdiction condition: for the certificate process, eligible women must reside in a Gram Panchayat or Nagar Panchayat area. No land in your name? You can still apply
This is the feature that makes the certificate particularly relevant to women who have historically been left out of formal farmer records.
The official Women Farmer Portal explicitly says:
Land ownership is NOT required — your work is the test. MahaKrishi
For example, a woman may work throughout the agricultural season on land recorded in her husband's, father's or another family member's name.
She should not assume that the absence of her name from the 7/12 automatically makes her ineligible.

But don't misunderstand this
The certificate does not mean that the government is transferring land ownership to the woman.

The ₹7/12 question: What if your name isn't there?
This is likely to be the most common concern.
If your name is not on the 7/12 extract, don't automatically conclude that you cannot apply.
The official portal's application form asks you to select the type of agricultural work you perform. It also asks whether an immediate family member has a Farmer ID; where applicable, that Farmer ID can be entered and verified through AgriStack. MahaKrishi
So the system is designed to capture women whose agricultural identity may not be established through land ownership alone.

How to apply online

Step 1: Open the official Agriculture Department website
Go to the Maharashtra Agriculture Department website and select the Women Farmer Certificate Portal.

Step 2: Start the application
The online form asks for basic details including:
- full name as per Aadhaar;
- Aadhaar number;
- district;
- taluka;
- village.
The portal then sends an OTP to the mobile number linked with Aadhaar. MahaKrishi
Step 3: Complete Aadhaar verification
Enter the OTP and verify your identity.
The portal retrieves basic information such as:
- name;
- gender;
- age;
- date of birth;
- permanent address.
You then confirm whether the permanent address is also your current address and provide the required current-address/mobile details. MahaKrishi
Step 4: Select your agricultural activity
Choose the category that actually describes your work.
For example:
- crop cultivation;
- dairy;
- poultry;
- livestock;
- horticulture;
- fisheries;
- agricultural labour;
- lease/share cultivation;

Don't select a category simply because it appears likely to improve your eligibility.
Step 5: Check the Farmer ID option
The portal asks whether an immediate family member has a Farmer ID.

Step 6: Review the declaration
Before submitting, check:
- spelling of your name;
- Aadhaar details;
- village;

- district;

Step 7: Submit and save the acknowledgement
After submission, save the application/acknowledgement details.
Don't close the browser and assume the application has been completed just because you filled in the form.
What happens after you apply?
Online submission is not the final approval.
The application goes through the local verification process.
For Gram Panchayat areas, the application is placed before the next regular Gram Sabha or a special Gram Sabha. The Gram Sabha considers whether the applicant is actually engaged in at least one of the agricultural or allied activities covered by the law. MahaMTB
The outcome is recorded through a resolution.
If approved
Once the Gram Sabha grants recognition, the designated officer is required to issue the Women Farmer Certificate within 15 days of the resolution. MahaMTB
If rejected
The rejection should not simply be verbal.

What happens in a Nagar Panchayat?
For eligible applicants in a Nagar Panchayat area, the application is placed before the appropriate Nagar Panchayat meeting for consideration.
Once recognition is granted, the certificate is issued within the prescribed 15-day period. MahaMTB

Can the Gram Sabha recognise a woman who never applied?
Yes.
The official portal says the Gram Sabha can grant recognition on its own to an eligible woman even if she has not submitted an individual application. MahaKrishi

- not know about the scheme;
- have difficulty using the online portal;
- lack digital access;
- work as agricultural labourers;
- otherwise be missed by a purely online application process.

Don't assume that you are excluded.

What if your application is rejected?
Don't stop at a verbal “not eligible.”
Ask for the decision and reason in the prescribed manner.
The official portal provides an appeal mechanism, with an appeal to the designated Appellate Officer within 120 days. The portal states that a decision is to follow within 30 days. MahaKrishi
Keep:
- application acknowledgement;
- rejection/decision;
- Gram Sabha or Nagar Panchayat resolution details;
- supporting documents;
- correspondence with the agriculture office.
If you believe the decision is based on a factual error—for example, the authority incorrectly concluded that you do not participate in agriculture—your appeal should address that specific issue with evidence.
One important correction for urban applicants
A lot of online explanations describe this simply as a scheme for “all women in Maharashtra who work in farming.”
That is incomplete.
The 1 October 2026 Agriculture Department instruction says the certificate should currently be issued only to eligible women residing in Gram Panchayat or Nagar Panchayat areas.

- a Nagar Panchayat area → potentially covered;

Don't pay an agent for the certificate
The application is available through the government's online portal.
You should not need to pay an intermediary to:
- “create” eligibility;
- manufacture land records;
- obtain a fake Farmer ID;
- arrange a favourable Gram Sabha resolution;
- bypass Aadhaar verification.
If you need help using the portal, use the Agriculture Department's support machinery instead.
And never share your Aadhaar OTP with an agent, WhatsApp contact or unknown person.
